Provenance rules

Board Brief Authority Rule

  • Every report must have a verified artifact hash.
  • Title, summary, and at least one classification tag required.
  • Reports pass through: Upload → Store → Extract → Board Publish.
  • Public promotion requires officer review with a 5-point checklist.
  • Voided reports are never deleted — only marked with reason and timestamp.

Publication lifecycle

BOARD_PUBLISHED → PUBLIC_CANDIDATE → PUBLIC_APPROVED → PUBLIC_PUBLISHED
