The PROVENIQ Animal Welfare (PAW) Pact is a voluntary coordination network for shelters, rescues, clinics, animal control agencies, foster groups, and community partners. It exists to help independent organizations work together across shared digital infrastructure — without giving up local identity, leadership, or mission. PAW Pact creates the community-level coordination that One Health requires — connecting shelters, vets, rescues, and human service agencies into a shared network.
The Architecture
How It Fits Together
PROVENIQ Foundation stewards the mission. The PROVENIQ System — ShelterOS, VetOS, LifeLog, and MAYDAY — provides the operational infrastructure. The PAW Pact gives organizations a way to participate in that network. The B.A.R.K. Act and F.E.T.C.H. Act advance the policy reforms that strengthen accountability, healthcare access, and long-term impact.

These guardrails exist to protect every organization in the network.
Not a merger, acquisition, or transfer of governance.
Not a takeover. Each organization keeps its board, staff, policies, and donor relationships.
Not a pay-to-play badge or empty affiliation.
Not an endorsement of every PROVENIQ initiative or legislative position.
Not an excuse for misconduct, abuse, or non-compliance with applicable law.
Non-Negotiable Commitments
- Participation is voluntary and non-exclusive.
- The PAW Pact does not merge, transfer, or subordinate any organization.
- Participation may be limited, suspended, or declined if misaligned with network standards.
- Use of PROVENIQ name and marks is controlled by the Foundation.
- The PAW Pact supports coordination — it does not override your mission.
- These guardrails are current as of March 2026 and subject to updates with notice.
Trust & Transparency
Why This Is Not a Takeover
Your Identity Stays Yours
Each organization keeps its name, board, leadership, donors, policies, and local mission. The PAW Pact is a coordination layer, not a management structure. You remain independent.
Non-Exclusive Participation
The PAW Pact is non-exclusive. Organizations can be members and maintain all existing partnerships, affiliations, and independent operations. There is no loyalty clause.
How the Network Works

The Founding 50

The first 50 organizations to join the PAW Pact become Founding Partners of PROVENIQ's statewide animal welfare network. This is a permanent recognition. Once the Founding 50 is complete, this designation closes.
