Director of Outreach & Government Relations
Position Overview
Government officials do not sign legislation because they read a policy brief. Communities do not adopt new technology because they saw a brochure. Relationships move people — and people move things. The Director of Outreach & Government Relations is The PROVENIQ Foundation's relationship engine.
This role sits at the intersection of government affairs, community outreach, and public representation. You will represent the organization in county commissioner meetings, state agency offices, legislative halls, community events, animal shelters, and anywhere else a conversation could change what happens to a family and their pet in West Virginia.
Core Responsibilities
Government & Legislative Relations
- Build and maintain relationships with county commissioners, state agency heads, and West Virginia legislative staff across all 55 counties
- Support the President & CEO and VP & COO on the B.A.R.K. Act and FETCH Act legislative agenda — managing contacts, tracking bill progress, and coordinating advocacy touchpoints
- Own the CCAWV relationship — quarterly presentation strategy, follow-up relationship management, and county-by-county adoption pipeline
- Cultivate and maintain PROVENIQ's connections to federal legislative contacts, including West Virginia congressional staff
- Represent PROVENIQ at government meetings, public hearings, county forums, and policy discussions
- Track legislative activity relevant to animal welfare, technology, and nonprofit policy across West Virginia
Community Outreach & Platform Adoption
- Build the grassroots network that drives real platform adoption — turning awareness into registered users across MAYDAY, ShelterOS, and LifeLog
- Lead the MAYDAY Guardian Network recruitment campaign — converting Facebook group moderators and community leaders into platform ambassadors using the Bridge-Shift-Launch methodology
- Build and manage partnerships with animal shelters, rescue organizations, veterinary clinics, and pet owner communities across West Virginia
- Represent PROVENIQ at community events, expos, shelter visits, and outreach activations
- Support the Mountain State 100K Challenge & Giveaway through community mobilization and registration drives
Media & Public Representation
- Serve as a public face of PROVENIQ at community and government events alongside the VP & COO and President & CEO
- Support media relationships with local press, statewide outlets, and animal welfare media — pitching stories, coordinating interviews, and preparing talking points
- Manage stakeholder communications tied to platform launches, legislative milestones, and community campaigns
- Coordinate with the Director of Development & Finance on messaging for grant applications and donor communications that require community or government context
Qualifications
Required
- Natural relationship-builder who remembers names, follows through, and makes people feel like they matter
- Comfortable in rooms with government officials, elected leaders, community organizers, and shelter workers with equal ease and genuine respect
- Experience in government relations, community outreach, political engagement, hospitality, or another relationship-driven field
- Strong verbal communicator who can represent the mission in both quick conversations and formal presentations
- Self-directed and persistent enough to make things happen without being told exactly how
- West Virginia roots or a genuine desire to be embedded in this state and community
Preferred
- Existing relationships with West Virginia county commissioners, state agencies, or legislative offices
- Experience in nonprofit advocacy, government affairs, or community organizing
- Background in hospitality, events, or another relationship-intensive industry
- Familiarity with animal welfare, rescue culture, or rural community dynamics in West Virginia or Appalachia
