Position Overview

PROVENIQ Foundation is not a typical nonprofit. Over the course of two years, using an AI-assisted multi-model development methodology, the Foundation has built five production-grade technology platforms from architectural doctrine through live deployment. The VP & CTO is the person who takes what has been built and makes it industry-defining.

This role leads all technology strategy, development oversight, platform operations, and AI integration across PROVENIQ's ecosystem. You will report directly to the President & CEO and serve as a peer to the VP & COO.

This is not a role for someone who needs a large team to get things done. The Foundation's AI-assisted development model means that one skilled engineer, equipped with the right tools and doctrine, can operate at the output level of a department. We have already proven that.

The Technology Ecosystem

You will own deployment and operational integrity across five live platforms:

Platform Status

  • MAYDAY: Gap analysis complete (M00–M11), audit 75% complete, Support Companion chatbot in development
  • ShelterOS: Genesis Generator naming engine complete, Rescue Portal, Hotspot Module (H3 hexagonal indexing), Inventory Management, foster care systems
  • VetOS: 72-prompt roadmap, Phase 1–7 complete through prompt 65, unphased prompts 66–72 remaining (Multi-Tenant, DocGen, FileStorage, Support, ConfigProfiles, DataLifecycle, SafetyBulletins)
  • LifeLog: 42 features specified across Windsurf prompts, including Universal Microchip Registry, QR Passport, Emergency Packet, Smart Medication Cascades
  • PROVENIQ Foundation: Organizational web presence at pro-found.org

Architectural Principles (Non-Negotiable)

  • Event-sourced, append-only domain model (Immutability Doctrine)
  • UUIDv4 / CUID2 identifiers with client-side generation for offline capability (Identity Doctrine)
  • Dual-timestamp model: occurredAt (business truth) + ingestedAt (system truth) — never createdAt/updatedAt for business logic (Chronology Doctrine)
  • Multi-tenant architecture with tenantId + clinicId (VetOS) and orgId (ShelterOS) in every context (Tenancy Doctrine)
  • Branded domain types from @vetos/domain — no primitive strings for IDs in VetOS (Branding Doctrine)
  • Correlation ID and causation ID propagation throughout all systems (Trust Doctrine)

Core Responsibilities

Technology Strategy & Platform Operations

  • Own the technology roadmap across all five platforms and ensure doctrine compliance at every layer
  • Manage platform deployment, monitoring, security, and operational stability from development through sustained production
  • Lead platform testing, QA validation, and pre-launch certification for new features or platform expansions
  • Evaluate and select infrastructure, hosting environments, third-party integrations, and compliance tooling
  • Ensure all platforms meet HIPAA, data privacy, and nonprofit technology compliance standards

AI-Assisted Development Pipeline

  • Direct the AI-assisted development workflow through Windsurf, structured prompt methodologies, and the DUEL multi-model review framework
  • Review, validate, and deploy AI-generated code with the judgment of an experienced senior engineer
  • Identify where AI accelerates delivery safely and where human engineering judgment is non-negotiable
  • Advance AI and ML feature integration across platforms, including the Genesis Generator naming engine, Support Companion, VetOS clinical tooling, and geospatial pet tracking

Team, Vendor & Cross-Functional Coordination

  • Manage contract developers, AI tools, and technical vendors
  • Build the technical team as funding allows — the VP & CTO sets the culture and standards
  • Coordinate with the VP & COO to ensure technology timelines align with grant commitments, platform launch campaigns, and public-facing milestones
  • Translate complex technical systems into language the President & CEO and operational team can act on

Qualifications

Required

  • 5+ years in software development, technical leadership, or AI/ML engineering with production deployment experience
  • Deep working knowledge of event-sourced architecture, CQRS, saga orchestration, and distributed systems design
  • Hands-on experience managing AI-assisted development workflows
  • Strong TypeScript / Node.js background with PostgreSQL database management experience
  • Ability to operate independently, make sound technical decisions, and own architecture without a large team around you
  • Genuine understanding that one well-equipped developer with AI tools is not a compromise — it is the future

Preferred

  • Experience with healthcare or veterinary software (HIPAA compliance, clinical decision support)
  • Familiarity with H3 geospatial indexing, offline-first architecture, or multi-tenant SaaS platforms
  • Experience with PostGIS or geospatial data models for real-world field tracking applications
  • Background working with nonprofit, civic tech, or mission-driven technology organizations
  • Experience building and deploying production systems used by non-technical end users in resource-constrained environments
